As Heiko notes in list mail, which didn't make it into the bug-tracker, this is
a result of a deliberate change in headers_remove behaviour in Exim 4.83.
It is important to *always* read "README.UPDATING" in the Exim release
tarball's top-level directory for a list of any changes which may require
action in order to update.
Heiko's suggestions, for the bug-tracker record:
