It is a perpetual spammer sending emails from compromised computer
systems all round the world.

It is a bogus HELO/EHLO. The IP range is for internal-usage only. Not to
be used on the Internet.

Use the existence of this HELO to either reject the crap or sent the
crap to /dev/null. I refuse to accept the crap I send an error message
and drop the connection.
