Or maybe $sender_host_dnssec should only be true if there is verified DNSSEC on
the PTR, matching forward DNS, and verified DNSSEC on that matching forward DNS
too?

I'm struggling to think of a use case for this variable at all. Even if
somebody actually did want this functionality for something, it can be easily
replicated with dnsdb already:

${lookup dnsdb{dnssec_strict,defer_never,ptr=THE.IP}{true}{false}}
