That looks like the debian meta-configuration file
update-exim4.conf.conf, not an Exim configuration file proper. There
may be a debian specific list where you can ask this question with a
better chance of getting a helpful answer.

In any case, it is unlikely that you can get what you want by changing
this file; the debian meta-configuration doesn't support such fine
grained details. You'll need to change some of the template snippets
under /etc/exim4/conf.d (or /etc/exim4/exim4.conf.template if using the
unsplit setup) and rerun dpkg-reconfigure exim4-config.
