I had to consider this too once when I moved from a pretty old
environment run with patched sendmail to exim in a rather big
environment (~40000 Users).

I decided to not support DSN after move for the following reason and
found that no one did complain.

The Problem with DSN is that every MTA between sender and recipient has
to support it otherwise it is useless. And it is very likely that there
is one in between that does not support it.

Moreover it is a privacy violation for the recipient the same way as web
bugs are in mails.

That two reasons turned the scales to not supporting DSN anymore.

This might not help you with bringing DSN into exim but might help you
as argumentation source. :-)
