I should add, the server in question is not visible to the outside world, I
only use it for outgoing email campaigns, port 25 is directed to another
exchange server behind our router.
Which is why I think it's related to non delivery responses.
But I only sent half that number of emails, and the 1000 emails in the queue
were retrying for 2-4 weeks after the campaign.
I did get non delivery reports from the Exim server to my internal email
account, and the successful/non delivery numbers did add up against the
original campaign.
