For what I understand about ClamAV it can't be done with ClamAV,
*except* the .exe contains malware.
In ancient times we used AMaViS. IIRW it provides features like
blocking specific file types (based on the content, not on the extension
only) and lot more. But you had to pay for it with CPU and I/O power.
