I'm unsure if this is a bug or a feature request.
Exim caches the catch-all status of a domain with "random=accept":

If the destination server is adjusted to start rejecting unknown recipients,
this status does not get updated. Only after the entry has actually expired
from the callout cache, it will be readded with the new status.
It would be great if Exim would immediately update the callout cache when the
destination server does start rejecting traffic to unknown recipients.
