You can use Exim’s ratelimit features. Please check the documentation at
http://www.exim.org/exim-html-current/doc/html/spec_html/ch-access_control_lists.html#SECTratelimiting
The features are quite powerful, but we can’t write the configuration for you without additional information. Like, what should happen to emails when the rate limit is exceeded?
