I'd say that there's a diagnostics issue impacting any tool that tries to
provide semantic insight into the identifier, instead of treating it as an
opaque blob at read time.

I'm not seeing any downside to making the change; it's not like we need to be
later able to reconstruct the same filename in the same way, since part of the
filename is deliberately chosen in such a way that it should always be unique,
which directly contradicts the feasibility of such an approach.

web.archive.org doesn't show that this text has changed either, so it looks
like this has always been a mistake on Exim's part. One which does not impact
uniqueness correctness, so the maildir name construction protocol itself
functions fine.
