There's code in there to avoid ipv6 addresses when that option is set. Can you
verify that
- The exim daemon running is using the config you've set up
- Exim has been restarted since the config was changed
- If both the above are ok, can you capture an strace with the failing socket
system-call, and check that the address-family is indeed IPv6 despite
everything?

Does the paniclog message give an error reason?
