The receiving server uses greylisting after DATA. So the state is for the
host, not for the envelope addresses. Maybe exim got greylisted too long and
acts as if the temporary errors are permanent ones already. Is it "past final
cutoff" already and bounces the mails after the first try? You should see that
in your logs.
Try removing the *host* entry for mx.allaboutspam.com from retry database with
exim_fixdb.
