The simple answer is yes. The specifics are where you want to block
them and how you want Exim to lookup which words to block, and that
will have to be done somewhere in the DATA acl because the headers and
message body are not yet transmitted to your mail server before that
point.

However, I think you're using the wrong tool for the job. My personal
recommendation is that this is better done in a spam scanning engine,
such as SpamAssassin.
