For clarity: we are not reimplementing the LDAP protocol, we use the native
libraries, so talk of what the native libraries do also applies to our usage.
Now, it may be that some common option handling tied to the ldap* section-1
commands (ldapsearch and friends) combine options in a particular way; the
licensing on OpenLDAP is such that we can grab the source and look at other
interactions, to override in the same way.
And yes, I agree: if `ldap_require_cert` is explicitly set, then that should
override implicit settings from the URL being `ldaps:`.
