[exim] connection refused, but message locally delivered

hi,
error message from fetchmail

fetchmail: connection to localhost:smtp [::1/25] failed: Connection
refused.

but messages are delivered to /var/mail/xxx ?!


does fetchmail sends to port25 ? thought it was locally-delivered ?!
