OK. I will aim to do this - that is, to supply a "man" page that talks
about these issues, because it is the "man" pages that get translated
into HTML.

I put all this information into README and NON-AUTOTOOLS-BUILD, and
referred to the latter from the former, because I assumed that people
wanting to build PCRE would always read README first. Obviously, some
people don't do this, and go instead for the HTML documentation without
looking at README.

Hang on! I'm beginning to get deja vu. There already is such a file. It
is called "doc/pcrebuild.3", and it does get referenced from the main
page (as pcrebuild) and it does mention NON-AUTOTOOLS-BUILD and REAME.
However, these files are not hyperlinked; perhaps they should be.
