Not in an ACL, but you can achieve that with routers. ACLs are not run
after the message got queued already.

eg:
delay_suspicious:
  driver = redirect
  domains = <whatever>
  senders = <whatever>
  condition = ${if and{ \
                       {eq{$acl_m_delay}{yes}} \
                       {<{$message_age}{300}} \
                      } \
               }
  allow_defer
  data = :defer: message not old enough


In your case you have to add allow_fail and :fail: it in data.
