Yes, "domains" is related to the recipient. And anyway, you should use
the ACL features of exim to reject mails already at SMTP time. It's much
more efficient and more straight forward.
Assuming a configuration similiar to the example.conf
acl_check_rcpt:
…
accept local_parts = postmaster
domains = +local_domains
deny message = rejected
sender_domains = lsearch;/etc/exim/blacklisted-domains
…
(It's from my memory, please cross check it with the spec.txt and other
postings here.)
