Short answer: yes (as far as I understand things).
The long answer is in the start of chapter 42 of the Exim documentation
(the ACL chapter). The start of the second text paragraph:
The majority of ACLs are used to control Exim's behaviour when
it receives certain SMTP commands. This applies both to incoming
TCP/IP connections, and when a local process submits a message
using SMTP by specifying the -bs option.
Some local mail agents submit email with -bs but I think that most do
not.
There are also some ACLs that specifically apply to non-SMTP email
(the acl_not_smtp* ACLs, see chapter 42 section 2 and section 3).
