Exim is seeing too many concurrent SMTP connections - you should be able to verify this via netstat, and it might be worth seeing if there is anything in your config (malware/spam scanning etc) causing this to take a significant amount of time. On the other hand, it might be spammers :)

You can increase via the global section of exim.conf (essentially top of main config):

Ie:

smtp_accept_max = xxxx
smtp_connect_backlog = xxxx
