I don't follow your reasoning here. Your question was "Do you need to
be root to use exim -bS ?".

I then showed you the documentation for "exim -bS".

You have a file called "spec.txt" and you have Unix, with text viewers
such as less(1) which let you search for strings.

So if you have a specific question about a specific feature or option,
looking at the documentation for that feature or option is a good place
to start.

Similarly, note that there are indices in the HTML/PDF versions which
may prove useful. A book's index is also a good place to start.
