Maybe they are right or not in their world, but it doesn't matter.

The only important thing is that the recipient can open what the sender
sends them. If they can, there's no problem. If they can't, then it is
the sender's responsibility to send in a format that they can open, just
like they should write their messages in a language the recipient is
likely to be able to understand.

As others have commented, it is the MTA's job to deliver what the user
sends, not try and second-guess their intention, or the desires of the
recipient.
