grep '^[^#]' /etc/exim/exim4.conf

That makes it skip any line that starts with "#" and skip any line
that doesn't have at least one character in it (i.e. skips blank
lines). If you want to keep the blank lines:

grep '^[^#]*$' /etc/exim/exim4.conf
