This was certainly a mistake back when PCRE 7.0 was released. However, that was
on 19 December 2006, and 7.8 was released on 5 September 2008, nearly 4 years
ago now. Nowadays, there is a reminder in the release instructions to make
appropriate updates to the soname, something I did not understand before, so
with luck this will not happen again.

Given that nobody else has complained about this[*], I am not sure that it
would be sensible to change the soname at this stage, because that would force
many unnecessary re-links at the next release of PCRE, and I would hope that
there are not many programs around that are still using pre-7.0 versions.

However, if you disagree with me, feel free to re-open this bug and argue.

[*] I've read the Ubuntu link you quoted. Why did they not pass something back
to the PCRE maintainers in 2006? Back then I would certainly have made a
change.
