I have just put the 8.31 tarballs on the FTP site:

The only change to the code (apart from the version number) since the
-RC2 test release is the correction of two incorrect #ifdefs in
pcre_study. This affected the handling of \h* and \R* in 16-bit mode
(but nothing else).
We have not forgotten the latest submitted patches (Daniel, Guiseppe,
Christian), but decided that it was time 8.31 was released rather than
go through another RC round of testing which would delay it further.
