Added handling for -L <tag>; it sets log_file_path to syslog and
syslog_processname to the supplied parameter, and is an admin option.
Added handling for -X <logfile>, -Ac and -Am, all ignored.
Of the actions to be taken, I think this just leaves -G. That was already
ignored, we should probably make it do the not-submission thing as Tony
suggests.
