[exim-dev] Cutting 4.80 RC1 now

The window is hereby closed for new features before 4.81. Note that
this is about a week later than I had recently planned; my fault, I
underestimated the GnuTLS integration work.

Todd, if that quota thing is a fix as simple as it looks, it's a
candidate for going into RC2 instead of 4.81. Let us know?
