This functionality is already built in to Exim.
In the ACL for smtp_rcpt:
defer
condition = ${if
>{$rcpt_count}{${lookup{$sender_host_address}iplsearch{/usr/local/exim/etc/rcpt.hosts}}}}
message = too many recipients
In fact, you can set recipients_max=0 and impose all your limits using ACLs in
this manner.
