Wouldn't it be much easier and more consistent to just make recipients_max
expandable? This way, we would not need another config option. You just use
something like
recipients_max = \
${lookup {$whatever} something {$however} {$value} {DEFAULT_VALUE}}
(with DEFAULT_VALUE being the default for recipients_max)
