Are there any accept verbs before this part that you've added that
those users would be matching? Try putting this deny section
somewhere earlier in the ACL.

Can we see the contents of that file? You're using lsearch, so that
precludes using wildcards (*@domain.com).

Show some logs, will help us get a clearer picture of what's happening.
