I built the server from scratch, so lots of places where I could have
gone wrong.

Good point thank you.

And yes the problem is with Procmail, not Exim.

I neglected to change config.h in procmail

     #define TRUSTED_IDS    {0}


to allow it to trust any user.

So it was Procmail that was keeping the original headers in the body of
the message as a flag.

Thanks to you and Bill for helping me figure this out.
