This is broken: version.h needs to be rebuilt when there is a rebuild, based on
a change, so version.h needs to depend upon every other file.
So I looked at this prior to the 4.77 release and decided to release as-is,
since it just leads to higher build-number than expected, which is Fairly
Harmless.
