You're doing about all that you can. One thing you have to remember
is that all the big providers have implemented some form of reputation
monitoring. The lower the ratio of good mail to spam mail received
from your IP, the worse your reputation will be and the more they're
going to throttle you. This reputation is generated and adjusted over
time. If you had a decent reputation and it was obliterated by a spew
of spams, it will take a while for that bad reputation to be
corrected. The only way for it to be corrected is for your non-spam
to spam ratio to be very high again. How long is "a while"? Depends
on the reputation system, but most things that I hear from people seem
to be "about a week".
