Back when I was an ISP postmaster, I saw this for cases where particular
customers had issues; I don't entirely recall (it's been five years) if this
was for customers whose mail only went from the frontends (MXs) to the main
system if they were off-line at the time, or if it was for all customers, with
the bug causing a thundering herd failover of traffic going from the front ends
to the storage injection nodes (also exim). Either way, it affected the
visibility of the storage nodes from the PoV of the frontends.

We ended up just nuking the relevant retry hints every minute.

So, this is "confirmed", and long-standing, and is tricky to trace down. I'll
take another look.
