I have just put 8.13-RC1 onto the FTP site:

There have been a lot of changes to the code, including quite a lot of
internal refactoring, in order to fix a number of issues. I would be
grateful, therefore, if this Release Candidate could be tested as much
as possible.
Please see the ChangeLog file for a list of all the changes. Almost all
of them are bug fixes, but there are one or two new features.
