[exim] Rewrite all To: fields to CC; fields.

Hi EXIM users,

I want to set up an SMTP server that rewrites ALL To: fields/headers
on outgoing mail to use the CC: field instead.

Example:

Outgoing mail to fred@???
maps to
Outgoing mail CC fred@???

When fred gets the mail, they see themselves in the CC field but not
the TO field.

Possible? Rewrite rules in documentation seem to be per-field.
