[exim] Not skipping ACLs in local delivery

Subject: [exim] Not skipping ACLs in local delivery
Hello,

I want to test ACL behaviour AND transport functionality with
locally injected messages.

But, ACL-testíng with

> exim -d -bh 1.2.3.4 <intest 2>dbglog

does not run a transport and with

> exim -d recipient@address <intest 2>dbglog

ACL configuration is skipped.
How could I test both in in one run?
Any helpfull hint is much appreciated.
