[exim] need consultant to help implement rate limiting

I'm wiling to pay someone who has advanced knowledge in Exim to help setup a config where
i can rate limit sending and connections to specific urls.. ie yahoo, hotmail, gmail, aol..

I want to be able to change the configs based on sending patterns
