Not necessarily, but highly likely given that the address which was
failing was <postmaster@???> and I suspect that address
does not *send* a lot of email.

I tried to assert what happens in practice and advise on how to avoid
the issue, not pass a value judgement -- I myself don't block sender
callouts, but I've encountered those who do, including the operators of
the DNSxL described at:
http://www.backscatterer.org/
