Well, hold on. Absence of INBOX mail is no evidence that IMAP isn't being used properly. It's just evidence of a zero-inbox policy. It may well be that people are keeping vanishingly small amounts of mail on the server, and deleting mail periodically.
In particular, it may be that mail in TRASH and SENT is evidence that a user is using IMAP properly. For example, they may regard sent mail as more important than received, and they may value having access to TRASH from various clients.
