What does mainlog say about these mail queue id's?
What does your data ACL look like?
A google search turned up a 'require = headers_verify' in one case.
This is a generic message, so you'll have to slowly eliminate
possibilities one at a time until you find what step in the ACL is
causing this reject, though you may find a lot more info in the
mainlog about a specific queueid/email.
