run exim with:
-be '${if bool{true}} X ${if !bool{true}}'
and you will get
'true X true'.

same siuation for '${if bool{false}} X ${if !bool{false}}'.

Also confirmed for exim-4.72 shipped with Debian squeeze (exim4-daemon-heavy,
version 4.72-6).
