Use a router that accepts an address if your conditions are met.
For example:

| {partial-lsearch;CONFDIR/hubbed_hosts}\
| fail}"
| same_domain_copy_routing = yes
| route_data = ${lookup{$domain}partial-lsearch{CONFDIR/hubbed_hosts}}
| transport = remote_smtp
will read a config file in the form of
domain.example.com: server.example.com
and relay all messages for @domain.example.com to server.example.com.
