Looks like a long-standing bug, since ref:name support was first added, and
it's not exploitable.
Note that the whole *point* of using ref:name is to defer name lookup until
run-time, so it's a mistake to use it with a number. I can't decide whether or
not we should make it a configuration error and PANIC out.
