Until such time as there's a reason to break compatibility with installs which
still have old tail by default, I see no reason to do so for a theoretical
future change to GNU coreutils.

At such time as coreutils decides tail should be incompatible with historical
behaviour, we'll investigate if $_POSIX2_VERSION kicks it into sanity. Should
it fail to do so, we'll poll the userbase at that time and see what versions of
which OSes are still in use.

IRIX is still being used and we've just been bitten with shell code in that not
accepting POSIX by default. I'm not inclined to change needlessly here.
