SpamAssassin. Trivial, easy to code the rules (in fact most already exist given
the various URIBL_* rules) and under active, widespread development.

I fully understand the use case, but I don't really see how it fits inside the
MTA at this point when there is at least one way of doing it external to the
MTA, which can return decision data to the MTA for further processing.
