I adjusted the second patch to move the definition of the SIGNAL_BOOL into
globals.h, which is slightly less than ideal but should let the exim monitor
build. I don't have X11 on my devel box to confirm.
I've submitted that, since it's a useful robustness fix.
The bug itself is invalid as not-an-exim-bug.
