patch to implement transport option freeze_signal
Oh, I thought I already attached this patch to this bug. The patch is for Exim
4.72, but cleanly applies on 4.74 (and works there the same way).
freeze_signal defaults to false here. I would prefer it to be set to true, but
that's not really important.
If there are no objections, could we add this to the next release?
