ACK. Confirmed in logs.
That is a pretty old entry in a Local BL, but the rejection happened at
acl_smtp_connect - nothing to do with SPF, DK, DKIM, HELO, or content scanning,
You never got that far.
But at least you had already survived rDNS check.
That reinforces a possibility mentioned earlier by another poster - that a prior
holder of your IP misbehaved. Such histry may not be common, but it WAS of
record here....
