fenman.co.uk mail is handled by 20 fenman.co.uk.s200a2.psmtp.com.
fenman.co.uk mail is handled by 30 fenman.co.uk.s200b1.psmtp.com.
fenman.co.uk mail is handled by 40 fenman.co.uk.s200b2.psmtp.com.
Exim tried each MX record in turn and each one deferred the
connection. So hence the 4 log entries.
As to the 9 hours before retry, have a look at your retry rules.

No. -qq this simply helps with delivering multiple messages, destined
for the same host, down the same connection.

You would see "Spool file is locked..." in your log file if your queue
runners were tripping over one another.
There are numerous tricks to avoid this, search this list. If I
remember right, WB Hacker had some useful tips in setting up queue
runners.
